The state plan is now visible for public comment until mid February 2017 when the AOE will review all comments and finalize plan by March 2017 for submission to the Governor’s office before submitting to the US Department of Education.
Most of the plan has to with the state’s already established school advisory and district accountability model; the Education Quality Standards (EQS); and Act 77 of 2013, Flexible Pathways Legislation. The last two pieces provide the philosophical underpinning for how the state will address the ESSA and the support of all students through personalization, Proficiency-Based Learning Frameworks, and School Accountability Models with the goal of reducing equity gaps. This plan is not meant to be comprehensive across all current state educational policy but to highlight six different areas: Accountability (largest), Continuous Improvement (impacts from Accountability input), Educator Quality (Licensure and Professional Development), Supporting all Students (target needs for spending federal funding), Performance Management System (how does all of this work together?), and Public Comment (how input is addressed and implemented).
